You can stretch whenever you want but if you do not perform a simple 5 minute warm-up then stretching should be gentle without bouncing and nothing to aggressive. If your job includes sitting for awhile a great way to avoid tight muscles is to  get up every 30 minutes and walk around for a couple minutes.
